- 14 questions divided into two parts – Case studies came in second part.
- Most of the question were framed in such a way to get input from candidates. The intention is clear – know the perspective and attitude of the candidate.
- Questions like “What is meant by ‘crisis of conscience’? Narrate one incident in your life when you were faced with such a crisis and how you resolved the same.” were asked creating an interview like scenario in time crunched exam hall.
- Theories of moral philosophers were avoided this time, but questions came from their quotes.
- Case studies adopted a new pattern where the evaluation was asked to be performed on different possible options for a case.
- What UPSC expects to write as options for a case is clear from the first two questions and the same model can be followed in the next questions.
- 2013 ethics paper was not focussed on any particualar text book. But building a basic foundation of ethics from IGNOU books or any online or offline study material like would have helped to write better answers.
- Ethics, Aptitude and EI, Philosophers, Attitude and foundation values etc were the areas from which questions came.
- Current affairs related questions or ARC report based questions were absent.
- A clear mind and straight thinking is what is essential to answer situation based case studies.

- Most of the question were current affairs related analytical ones.
- Questions like 3D printing was among the hot news, but questions like Fixed dose drug combinations (FDCs) and FRP composite material troubled many aspirants.
- Time management was again a crucial factor. Not adding the same on all analysis as “lack of time” has became a cliche with the emergence of 25 essay questions in UPSC Civil Services Exam.

The mains papers were not very tough but they required good 3Rs (In this case READING WRITING AND REASONING). In GS-4 case studies in need your help as to how I did. In 9th question i opted for (i) option i.e PIO must refer the matter to his superior.....While in 10th I was in favor of calling some more expert engineers (as it was a tie between me and my senior) and then take the decision as per the decision of this committee. In 12th I could only give two options i.e.to help the candidate in good sense ( recommended by PA) without assuring him selection and second option was to to deny him straightway. in 13 th and 14th I could give option in manner how to reject their corrupt offers and could not give further straight reasons like accepting their requests. Plz help how do you see this.
